FFY 2008 Action Plan
Review and Compliance
- Review federal agency undertakings and agreement documents for the protection of historic properties.
- Review and comment on historic preservation management plans for the Arkansas National Guard, Federal Highway Administration, U.S. Army Corps of Engineers, and the National Park Service.
- Consult with federally recognized tribes and federal agencies on Native American issues in Arkansas.
- Continue to inform federal agencies and other constituents on new laws, regulations, and guidelines.
National Register of Historic Places
- Continue to work toward all 75 counties having at least 10 properties listed in the National Register, achieving this in at least three counties during FFY08.
- Continue to train local partners and constituents to successfully complete National Register nominations, specifically targeting Certified Local Governments and Main Street Arkansas communities.
- Continue regional National Register training sessions for the public, as requested.
- Continue to edit constituent-generated National Register nominations and assist in the nomination process.
- Continue to develop and refine presentations for the public that explain different aspects of the National Register and Survey Program.
- Explore, design and implement a system for archeological National Register of Historic Places nominations from constituents and professionals.
- Continue to present 12 to 15 nominations per Review Board meeting.
- Nominate eligible downtown commercial districts.
- Begin process of developing new historic context.
- Continue updating National Register database.
- Nominate eligible Trail of Tears-related resources to National Register.
- Continue entering survey information into AHPP database.
- Enter historic district surveys into database.
- Examine storage needs for architectural survey materials.
- Seek ways to increase storage space for archival materials.
- Scan all survey materials to create a digital backup.

- Continue training of State Review Board members, giving each new board member a packet of information containing a full set of NR bulletins, technical briefs, Secretary of the Interior's Standards for Rehabilitation, artificial siding policy, etc.
- Nominate eligible Arkansas Delta structures associated with cotton and rice farming.
- Nominate eligible County Poor Farm cemeteries.
Survey and Program Area
- Continue to survey structures, sites, etc., associated with the office contexts with goal of having 5-10 ready for each FFY07 SRB meeting.
- Continue to evaluate all currently documented Priority V structures to determine if data is complete/current and update as necessary, especially those related to cotton and rice farming in the Arkansas Delta (Priority V: resources associated with the development of agriculture within the state of Arkansas, 1866-1955).
- Continue to evaluate all Priority IV structures to determine if data is complete/current and update as necessary (Priority IV: resources associated with minority occupation and culture within the state, 1866-1951).
- Continue survey of buildings designed by John Parks Almand.
- Continue to survey endangered or threatened properties and properties determined potentially eligible for inclusion in the National Register of Historic Places.
- Continue to survey resources associated with the Trail of Tears.
- Identify and survey resources associated with Texas tick fever eradication.
- Enter into database all individual and district survey records received by registrar.
- Continue consolidation of survey materials.
- Identify and survey buildings and structures built by the Public Works Administration (PWA).
- Identify and survey County Poor Farm cemeteries.
- Identify and survey National Register-eligible downtown commercial districts.
- Develop a survey form specifically for cemeteries.
- Survey bridges built by the Works Progress Administration (WPA).
- Identify and survey resources associated with World War II efforts on the homefront.
Preservation Outreach
- Continue presenting "Sandwiching in History" and "Walks Through History" heritage tourism programs.
- Continue scholarly writing projects, including regular articles in Arkansas Historical Quarterly.
- Create a letter to send to history publications across the state announcing AHPP's offer to provide articles for their newsletters highlighting and promoting the National Register of Historic Places program.
- Respond to requests for lectures and presentations on AHPP subjects.
- Continue to develop new programs on Arkansas history and historic preservation for adult audiences.
- Develop new stock programs to offer to groups so that we have a list of offerings that could be easily modified for individual counties. This would also increase the likelihood of being invited back if they know we have alternate programs to offer.
- Improve existing programs with updated images and consistent layout including fonts and styles throughout individual presentations.
- Seek and develop new venues for presentations on Arkansas history and historic preservation.
Historic Preservation Education
- Add new lesson plans to the AHPP Education Program lesson plan set;
- Create Pioneer Homes and Life Lesson Plan for K-12 grade students.
- Continue distributing lesson plans to teachers and educators.
- Create Main Street Activity Coloring Book for K-2nd grade students.
- Create new classroom presentation on the New Deal in Arkansas and WPA/CCC buildings.
- Continue making historic preservation presentations in classrooms across the state.
- Continue making historic preservation presentations at libraries, state parks and other venues as requested.
- Create more hands-on historic preservation programs to be used in classrooms.
- Collaborate with Radio Disney for broadcasted "A Historic Moment in Arkansas" program.
- Collaborate with Radio Disney on extended written "A Historic Moment in Arkansas" to be included on website and monthly newsletter.
- Explore the possibility of producing podcasts of "A Historic Moment in Arkansas" broadcast and Children's Preservation Walking Tours.
- Direct and host Historic Moment statewide fall essay contest in collaboration with Radio Disney.
- Develop children's walking tours of historic sites and neighborhoods.
- Attend and facilitate teacher conferences and workshops to educate teachers about the importance of heritage education and to notify them of the AHPP's Education Program.
- Continue distribution of the Home for History traveling trunk.
- Create traveling trunk focusing on Arkansas's historic depots and railroad history.
- Add all new materials to the AHPP web site's Education page and Education brochure.
- Conduct the annual Preserve our Past Historic Preservation Art Invitational.
- Give presentations at workshops, teaching conferences and special events as requested.

Special Projects
- Update and revise the web page as needed.
- Seek appropriate venue(s) for training session to showcase AHPP programs.
- Continue providing assistance to Arkansas Civil War Heritage Trail groups.
- Continue providing assistance on Trail of Tears efforts in Arkansas.
- Continue providing assistance to Arkansas Civil War Sesquicentennial Commission.
- Pursue National Historic Landmark status for eligible properties.
- Complete World War II on the Homefront context.
- Continue contacting Arkansas towns to promote creation of historic commercial districts.
Archives
- Continue accessions to the AHPP library and refine its organization.
- Continue consolidation of AHPP survey materials (forms, photographs, slides and negatives).
Development and Acquisition Projects
- Review and monitor Historic Preservation Restoration grant projects.
- Continue to review plans and specifications for predevelopment projects and historic structure reports in a timely manner.
- Continue to promote the County Courthouse Restoration grant program.
- Review and monitor Federal Highway Administration Enhancement grant projects.
- Review and monitor Arkansas Natural Cultural Resources Council grant projects.
- Continue to evaluate acceptance criteria on easement properties.
- Continue to review plans and specifications for properties held by AHPP Conservation Easements.
- Continue to disseminate information on the benefits of conservation easements donation and work with potential donors to complete the process.
- Develop working relationships with real estate and appraisal professionals to explore training opportunities.
- Continue to review plans and specifications for Section 106 Review projects.
Administration Program Area
- Continue assessment of administrative procedures and re-design as appropriate to streamline the overall effort.
- Continue training staff in new computer technology and historic preservation.
- Continue making at least three site visits per person with staff to learn more about the functions and responsibilities of each program area.
- Continue to monitor and implement the provisions and procedures of the state historic preservation plan and to address unforeseen preservation issues as they arise.
- Continue conversion of grant information to a GIS format, with photographs and data (including Representative and Senate Districts) dynamically linked to map coordinates of historic resources.
- Create annual report and action plan.
- Continue to expand digital archive of geo-referenced historic maps, surveys and national register records.
- Initiate scanning procedures to digitally archive paper and photos in survey records.
- Continue to coordinate with all staff to ensure that the storage, inventory and disposal of electronic and written agency records are in accordance with state records retention procedures.
Historic Preservation Planning Program Area
- Following NPS approval of the new five-year plan, the plan will be published on the agency’s website and notice of same will be publicized in agency publications and a mass mailing will be sent to the agency’s constituents. Hard copies will be provided to those requesting.
Local Government Certification Program Area
- Respond to all requests for information on the CLG program through lectures, workshops, mailings, etc.
- Upgrade guidelines for CLG grant program.
- Update criteria for annual CLG evaluations and conduct annual evaluations for all CLG’s.
- Continue to develop and implement training programs for local preservation communities.
- Continue quarterly training meetings for local preservation staff.
- Certify two new cities as CLG’s according to AHPP and NPS procedures.
- Achieve 100% compliance for federal GPRA reporting among Arkansas’s CLG cities.
- Develop guidelines for a new certification program to recognize Arkansas cities and counties with high-performing local preservation programs.
- Work with national partners to develop professional certification programs for local preservation commissioners and staff.
- Work with statewide and national partners to develop the federal Preserve America program in Arkansas.
Preservation Tax Incentives Program Area
- Continue the promotion of the Federal Rehabilitation Tax Incentive Program through seminars, mailings, displays, speaking engagements, etc. Continue to review, complete and forward certification requests to National Park Service.
- Continue to make site visits, before and after, to all rehabilitation tax credit projects.
- Continue to educate the Certified Local Government coordinators & Main Street managers on the advantages of the rehabilitation tax act program so they can promote the program in their communities.
- Work with National Register staff to disseminate information on tax program to new listed commercial districts.
- Continue to work with National Register staff to educate eligible cities about the benefits of the rehabilitation tax act program in potential commercial historic districts.
- Work with National Register staff on the Determination of Eligibility Team.
- Work with Section 106 to review and comment on the eligibility status of any potential National Register properties.
Technical Assistance
- Continue responding to calls for technical assistance from private constituents, local, county, and state governmental agencies and not for profit organizations.
- Continue to maintain technical information files and supplies of National Park Service briefs and mail to private constituents, local, county and state governmental agencies and not-for-profit organizations upon request.
- Continue to schedule technical assistance site visits throughout the state as requested by private constituents, local, county, and state governmental agencies and not for profit organizations.
- Continue to review plans and specifications for County Courthouse grants, HPRG grants, Federal Highway Administration Enhancement grants, and Arkansas Natural and Cultural Resources grants.
- Continue to review plans and specifications for properties held by AHPP conservation easements.
- Continue to review plans and specifications for Section 106 review projects.
- Develop outreach programs and training for non-traditional constituencies like realtors, architects, and contractors.
- Continue staff representations, grant counseling, and on-site technical services for various governmental and interest group organizations throughout the state.
