2020 Historic Preservation Restoration Grants Announced

The Arkansas Historic Preservation Program (AHPP), a division of the Department of Arkansas Heritage (DAH), announced their 2020 Historic Preservation Restoration Grant recipients at an awards presentation on Tuesday, June 25, at the DAH headquarters in Little Rock.

“We are fortunate to have a funding mechanism in Arkansas to protect our state’s historic structures. Unfortunately, we always have more applications than available funding, and this year was no exception,” said Stacy Hurst, DAH director and state historic preservation officer. “The Historic Preservation Restorations Grants have been given out annually since 1996, and have allowed the state to partner with non-profits, municipalities and small groups that otherwise would not be able to make needed repairs to significantly historic properties.”

According to the AHPP, the purpose of the Historic Preservation and Restoration Grant program is to encourage and promote preservation of Arkansas’s historic resources by providing financial assistance for restoration of historic properties. The program is financed through proceeds of the Real Estate Transfer Tax.

This year, $796,706 in grant funding was given out to 24 worthy recipients who completed applications for consideration. The amount of funding fluctuates each year depending on the taxes collected.
The recipients, the proposed projects and award amounts are:

  • Van Buren, Crawford County- Center for Art & Education, stabilize and reconstruct interior stairs (building at 415 Main St.), $21,829
  • Little Rock, Pulaski County- Central Arkansas Sphinx Foundation, repoint and stabilize east wall (Bush Dubisson House), $12,667
  • Kingsland, Cleveland County- City of Kingsland, structural stabilization: roofing & stucco; windows & doors (Magnolia Filling Station), $16,683.33
  • Little Rock, Pulaski County- City of Little Rock, repair flagstone walkway & correct ADA deficiencies (Boyle Park Pavilion #1), $56,667
  • Little Rock, Pulaski County- City of Little Rock, install exterior storm windows on North elevation (U.S. Arsenal Building), $31,768
  • Mena, Polk County- City of Mena, electrical upgrades and ADA restrooms (Mena Depot), $28,526.68
  • Menifee, Conway County- City of Menifee, replace windows; doors; repoint masonry & exterior repair (Menifee Gym), $59,445
  • North Little Rock, Pulaski County- City of North Little Rock, replace roof ( Park Hill Fire Station), $50,000
  • Osceola, Mississippi County- City of Osceola, structural repair of subfloor; install electrical, ADA restrooms, & windows (Coston Bldg), $39,780
  • Sulphur Springs, Benton County- City of Sulphur Springs, east facade window & door replacement, brick mortar & wood work (former Sulphur Springs School - Main Building), $32,755
  • Warren, Bradley County- City of Warren, ADA restrooms and required mechanical system (Warren & Ouachita Valley Railway Station), $45,000
  • Clarendon, Monroe County- Clarendon First United Methodist Church, repoint masonry walls & brick chimneys, window & roof repairs (Clarendon Methodist Church), $29,360
  • Monticello, Drew County- Drew County Historical Society, condition assessment prepared by an architect (Garvin Cavaness House), $12,000
  • Pocahontas, Randolph County- Eddie Mae Herron Center & Museum, repair wood siding, windows & replace gutters (former St Mary's A.M.E.), $12,000
  • Emmett, Nevada County- Emmet United Methodist Church, new roof, assess floor joist, & repoint brick masonry (Emmet United Methodist), $31,000
  • Norfork, Baxter County- Galatia Church Association, restore wood windows and siding (former Galatia Church), $10,000
  • Helena - West Helena, Phillips County- Helena Museum of Phillips County, repoint masonry & exterior repair near chimney (former Helena Library), $27,120
  • Cane Hill, Washington County- Historic Cane Hill, replace wood shingle roof (United Presbyterian Church of Cane Hill), $50,000
  • Redfield, Jefferson County- Keep Redfield Middle School, roof for flat end wings of gym, front facade drains (Redfield Gymnasium), $33,000
  • Magnolia, Columbia County- Staci Risher Lamb, transport to Magnolia downtown historic district (Brown Duke Diner), $4,000
  • Norman, Montgomery County- Norman Historic Preservation Program Inc, install ceiling in auditorium (Norman High School), $20,448
  • Gentry, Benton County- Rai, Nina & Railey Steele Civic Endowment, Inc, replace roof and repoint masonry (former Bank of Gentry), $94,691
  • Marshall, Searcy County- Searcy County, replace windows & soffit/fascia trim, ADA ramp, masonry repointing (Old Searcy Jail), $63,066
  • Selma, Drew County- Selma Community Center, replace ADA ramp & install gutter (Selma Rosenwald School), $14,900

“Once the grants are given, our staff continues to follow up with recipients to ensure that the money is being used wisely and the work is completed as closely to the submitted schedule as possible,” said Scott Kaufman, director of the AHPP. “The program manager is Tom Marr and it is administered by Joia Burton with assistance from Brian Driscoll, Catherine Barrier and Paul Porter. They do an outstanding job communicating with these communities and answering questions perspective applicants have throughout the year.”

There are three levels of grants available to qualifying applicants. In general, structures must be eligible to be or listed on the National Register of Historic Places or be part of a registered historic district plus provide a certain percentage of a cash match. The AHPP is the Department of Arkansas Heritage division responsible for identifying, evaluating, registering and preserving the state’s cultural resources. Other divisions are the Arkansas Arts Council, the Delta Cultural Center in Helena, the Old State House Museum, the Arkansas Natural Heritage Commission, the Mosaic Templars Cultural Center, the Historic Arkansas Museum and the Arkansas State Archives.
